U.S. authorities in conjunction with the U.S. Department of Transportation prepared a bill that would allow passengers flights to talk on the phone while the airplane. In turn, the carriers want to decide this question.

U.S. authorities believe that all telephone conversations that lead airplane passengers, creates a lot of inconvenience to themselves, passengers and neighbors, and the wait staff and pilots.
